Maintenance of Certification Policy
As members of a self-regulated profession, Certified First Nations Housing Managers (FNHPs) have a professional obligation to define, establish and maintain their required competencies and demonstrate evidence of their commitment to the principles of lifelong learning.
Accordingly, the intent of the Maintenance of Certification (MOC) policy is to ensure that FNHPs are up-to-date on the most current First Nations housing management issues and practices. As evidence of commitment to the principle of lifelong learning, all active FNHPs are expected to meet a MOC requirement which is to engage in 20 hours of continuing professional development annually, with the exception of: Retired FNHPs; Elders; New FNHPs during the year they are certified; and FNHPs with extenuating circumstances.
All eligible MOC activities must relate to the FNHPA Competency Standards. See table below for eligible activities.
FNHPs will be required to maintain a personal MOC record to track their hours, retain related reference materials, and report, as required. FNHPA will provide members with a sample MOC record, and, if they wish, FNHPs will be able to complete and store their MOC records securely on the FNHPA website.
Reporting on compliance to the requirement will occur at the time of annual membership dues renewal. Members will be required to certify that they have met the MOC requirement and, if required by audit, be prepared to forward their MOC records listing the hours completed, along with other supporting information.
The annual audit of MOC member reporting will be done at the discretion of the Executive Director. A request for an MOC annual exemption must be made in writing to the Executive Director and will be subject to approval on a case by case basis.
Those FNHPs who have been audited and fail to meet their MOC requirement will be sent a letter from FNHPA indicating that the hours required to maintain certification have not been met and asking for a plan on how the situation will be rectified. FNHPs will be requested to send a reply within 30 days of receipt of the letter, indicating how they plan to obtain the required credit hours within six months.
If, after six months, the FNHP has not accumulated the required hours for the MOC requirement, their membership and their FNHP designation will be suspended for a further six months and, if the MOC requirement has not been met at that time, their FNHP designation and Certified Member status will be withdrawn and they will be placed in the Candidate membership category.
Candidates who wish to be re-instated after having their FNHP designation and Certified Member status withdrawn shall be subject to re-instatement policies as approved by the Board from time to time.
Certified members are encouraged to consult FNHPA’s By-laws and Standards of Ethical Conduct or other sources for additional requirements.
FNHPA will send out an annual dues renewal for the upcoming year during the first week of March. The renewal form will include a statement that will allow members to either attest to being in compliance with the MOC requirement, ask for an exemption, or provide a plan for completion.
The Executive Director will address requests for exemptions using the MOC policy as a guide. Plans will be noted and followed up with within six months. Exemptions granted and plan information will be referenced in the FNHP’s file.
The Executive Director will select from two to five percent of the names of FNHPs who have attested to being in compliance with the MOC requirement. These FNHPs will receive a letter, the MOC policy, and a blank MOC record (in order to list completed activity and other supporting information) asking them to provide information as part of the audit.
The Executive Director will use the policy to address situations where FNHPs that do not meet/comply with the audit or do not complete the attestation portion included on the annual dues renewal form.
At the FNHPA board meeting in the New Year, the Executive Director will report on MOC activity.
