Job Description / Duties

The Role: Housing Manager
Under the direction of the Chief Operating Officer, the Housing Manager is responsible for the overall management, operation, planning, directing and controlling of the Siksika Housing Service Area programs and administration. The Housing Manager ensures that efficient financial management of the Housing’s programs, grant applications, and fiscal restraint are carried out under Siksika’s Policies & Procedures, Siksika Housing Policies, Siksika Financial Administration Law, Alberta Building Code, National Building Code, Siksika Building Code, related regulations and within approved annual budgets. The housing manager is responsible for the operation of the Service Areas various programs, which includes planning organizing, and implementation of all work projects through subordinate employees.

Key Duties & Responsibilities


Housing Operation:

  • Maintain awareness of new developments, trends and techniques, particularly in construction, which many introduce new objectives and policies and take the initiatives in remedial action or program adjustments.
  • Will promote an integrated Siksika Administration service delivery model and provide support to achieve the Siksika Administration Business Plan as a member of the Siksika Administration Management Team.
  • Facilitate and direct staff in the development, implementation, monitoring, and reporting of Siksika Housing business and maintenance plans including all Housing projects, programs and budgets on a monthly basis.
  •  Monitor all housing construction projects to ensure that they are managed appropriately and in adherence to scope of work and specification, and conduct inspection of ongoing projects.
  • Ensure that all procuring of materials, supplies, and contractors are carried out according to Siksika Financial Administration Law, Housing policies and contractor’s guidelines.
  • Coordination and monitoring of all capital purchases, with the assurance that all purchases are within the approved budgets and Siksika Nation Financial Administration Law.
  • Facilitate dispute resolution and timely problem-solving processes to effectively deal and communicate with staff and related parties on client issues.
  • Provide a comprehensive evaluation and assessment to provide a systematic investigation upon the effectiveness of Siksika Housing’s projects, initiatives, and programs on an annual basis, and to provide recommendations and solutions to the identified issues.
  • Effective and timely consultation and collaboration with other Siksika Engineering Services on matters of mutual concern.
  • Assist as a technician in the development and implementation of Siksika Nation Policies related to the Housing Service Area and any other pertinent Siksika Administration Policies and Procedures as required.
  • Review and implement revision of Housing policies and strategies on an annual basis for approval by appropriate authorities.


Human Resources:

  • Develop, implement, and maintain effective employee relations in areas of staff training, coordination of recruitment, compensation, supervision, and performance appraisal processes in cooperation with the Human Resource Department on an annual basis.
  • Develop, implement, and maintain a Housing Public Relations plan that informs Chief and Council, other relevant service areas, general membership and government agencies as required.

Funding & Budget:

  • Responsible for the management of approved service area budget(s), making adjustments within his/her delegated authority to ensure conformity to Treasury Board directives and the Siksika Nation Financial Administration Law.
  • Development and coordination of Service Area Business Plan(s) and budgets with appropriate staff to the Treasury Board within directed deadlines, making adjustments based on approved fiscal year budget.
  • Assist as a technician in the negotiation with appropriate government (ISC, Canada Mortgage and Housing Corporation) and private organizations of contractors/suppliers regarding funding, housing projects, legislative and policy changes.
  • Communicate additional budget requests and/or constraints in a timely manner to the Chief Operating Officer, Treasury Board, Chief Financial Officer and Tribal Manager.

Reporting:

  • Coordination and presentation of service area activity and financial documents for the annual audit process. When required, will present financial outcomes to Chief and Council, Treasury Board, Tribal Manager, Chief Operating Officer and Siksika Nation Community.
  • Submit monthly service area business & maintenance plans, operational reports, project progress, and other activity reports to the Chief Operating Officer, Tribal Manager, Chief and Council.
  • Preparation of agendas and relevant documents for all Housing meetings.
  • Coordinate and facilitate monthly correspondence meetings with various departments.

 

Qualifications / Required Skills


Education and Experience:

  • Business Management degree and 10+ years of progressively responsible program management experience preferably with First Nations groups supervising and managing staff, as well as the development and management of budgets in operation similar to that of the Housing Department.
  • An equivalent combination of education and experience may be considered.
  • Project management certificate and/or Carpentry Journeyman Certificate would be considered an asset.


Knowledge, Skills and Abilities:

  • Require knowledge of the Siksika culture and a desire to learn more.
  • Knowledge of basic accounting principles required for budgets and financial statements.
  • Must have excellent administrative, financial, facilitation, negotiation, mediation, problem solving, writing, computer, communication, and interpersonal skills.
  • Must possess considerable knowledge of the resources and application of technical and building trades.
  • Ability to understand financial data and forecast the impacts of trends and potential issues and outcomes.
  • Ability to plan, organize, assign, supervise and review work performed by Housing employees and contractors.
  • Ability to establish and maintain good working relationships with other service area managers, Chief & Council, colleagues, subordinates and the general public.
  • Knowledge of Canada Labor Code, Occupational Health & Safety, Employment Standards, and Housing Legislation is an asset.
