Join the Indigenous and Northern Housing Policy team in the Indigenous Advisor, Housing Policy and Research position. At CMHC, we work with Indigenous partners to create innovative policy options to improve housing conditions and accelerate housing affordability.


CMHC is committed to advancing reconciliation and renewing relationships with First Nations, Inuit and Métis Peoples based on the recognition of rights, respect, cooperation, and partnership. In this role, you will drive innovation and provide strategic advice on the development of an Indigenous housing transformation framework and provide technical support for fundamental decisions that will shape future directions. You will also lead the development of priorities and activities related to better housing outcomes for Indigenous Peoples including alternative financing solutions, renewed partnership and co-development models, and provide recommendations on the future of care and control of housing funding to Indigenous government or partners.

What you’ll do:


Advance reconciliation efforts by building renewed relationships with Indigenous Peoples based on the recognition of rights, respect, cooperation, and partnership.
Guide and support a matrix work organization by working closely with business lines, who are responsible for the integration and execution of the actions in support of Indigenous and Northern policy, as well as Indigenous reconciliation.
Support the development of a comprehensive, inclusive, flexible, and forward-looking operating model that supports rebuilding and managing relationships between Indigenous and non-Indigenous housing partners to facilitate and advance systemic change within and outside of CMHC. This includes building strong partnerships with other federal government departments and Central agencies involved in Indigenous and Northern housing.
Support activities in order to accelerate and establish CMHC’s reconciliation action plan across the inner workings of the Corporation.
Provide advice to the Director, Indigenous and Northern Indigenous Housing Policy, and other members of the management team to realign policies, programs, data/analytics, research, and practices to restore and support the co-development of policies and move towards increased self-governance preferred by Indigenous governments and organizations, Truth and Reconciliation Commission Calls to Action, and the United Nations Declaration on the Rights of Indigenous Peoples.
Provide clear direction to internal team members by contributing to key sector plans and establishing shared goals, objectives and/or target and bridge the different perspectives and priorities that will arise due to conflicting views. ⋅
Lead/guide complex projects that contribute to closing the housing gap for Indigenous Peoples and promote socio-economic development opportunities for Indigenous and Northern communities.

Qualifications / Required Skills


What you should have:


7 years of related experience working on Indigenous and/or housing policy development (engagements; drafting Memorandums to Cabinet and/or Treasury Board Submissions; working with Central agencies).
Deep networks and understanding of Indigenous people, communities, and organizations across Canada.
In-depth knowledge and expertise navigating complex political, financing and housing ecosystems, facilitating the implementation of strategic or transformation initiatives.
Experience building and maintaining constructive and consultative working relationships with government, communities, associations and financial sector partners to improve housing outcomes.
Awareness of government priorities, experience examining policies and programs, building, and applying frameworks.
Ability to conduct original analysis, to synthesize, to solve abstract and complex issues using appropriate techniques, and to capture and balance a multitude of other factors that define public policy and business operating environments.
Strong project management skills and the ability to work independently and collaboratively; capable of handling multiple projects and deadlines simultaneously.


It would be great if you also had:



Proficiency (BBB) in Reading, Writing and Oral Interaction in both French and English.
A Bachelor degree in Indigenous studies.
