Job Description / Duties

Reporting to the FNHPA Executive Director, the MRP Program Manager is responsible for leading the transitional development and implementation of the MRP Program on-reserve. With the goal of First Nations communities operating their own independent MRP Programs, the Program Manager provides guidance and oversight to Regional MRP contractors who will assist with MRP education and awareness
for Housing Program staff in First Nations communities.

The Program Manager also provides direction to the FNHPA MRP Program Coordinator and MRP Administrative Clerk, providing oversight and support. The Program Manager is responsible for establishing and maintaining effective working relationships with other stakeholders including the provincial/territorial judicial systems and enforcement to ensure full wraparound support.

Duties and Responsibilities:

Managing the MRP Program for building capacity in First Nations communities to successfully operate their own independent MRP Programs.
• Leading and overseeing the transitional development and implementation of the FNHPA MRP Program.
• Developing an annual workplan that aligns with the strategic direction of the FNHPA and the
MRP Program.
• Recruiting, directing and building the capacity of the FNHPA MRP team, including four Regional
MRP Contractors (BC/YT/NWT, AB/SK, MB/ON and QC/Atlantic), to facilitate MRP education and
awareness for First Nations community housing programs.
• Providing orientation and training for Regional MRP Contractors and staff as necessary.
• People management from onboarding to performance evaluation and acknowledgement.
• Management of the annual budget.
• Leading the review, evaluation and revision of existing MRP Program material as it relates to First Nations Housing Programs.
• Overseeing the development of MRP Program communication plan materials and information for dissemination by the FNHPA Communications team to First Nations Housing programs.
• Overseeing the development of practical tools for implementing MRP programs in First Nations communities.
• Leading the development of a user-friendly MRP referral service model.
• Establishing and maintaining effective working relationships with program stakeholders
including FNHPA staff, First Nations communities, and federal and provincial governments, to ensure alignment with the other two pillars of the MRP – judicial and enforcement.
• Establish and manage an MRP Program Committee made up of FNHP designation holders to provide advice on MRP Program strategies and initiatives.
• Preparing and managing funding agreements between the FNHPA and First Nations Housing
programs, including regular updates and reporting.
• Reporting program progress to the Executive Director and the Board of Directors as required.
• Overseeing the development of standards and benchmarks for measuring success and following up with recommendations for improving the Program as necessary.
• Overseeing the development and maintenance of an effective MRP program records management system.
• Drafting varying reports on the FNHP program activities such as course registrations, examinations, course results, evaluations, etc

Qualifications / Required Skills

Education:
University degree in Social Sciences or Public Administration, or equivalent combination of education and experience.

Experience:
Minimum 3 years’ experience in a management position, preferably in a First Nations office environment

Knowledge:
• An understanding of First Nations Housing issues and services.
• An understanding of First Nations Lands and Matrimonial Real Property
• Computer literacy in Windows environment (Microsoft Office suites)
• Strong leadership skills to manage and support a small but diverse team.
• Strategic thinking to determine how best to meet program needs.
• The ability to establish respectful and effective relationships with FNHPA staff, contractors, FNHPA Board of Directors and external stakeholders including federal and provincial governments.
• Solution-oriented, problem-solving ability using sound judgement.
• Able to foresee issues and adapt and pivot in a rapidly changing environment.

Additional Information

Preferred Skills and abilities:

• Advanced communication skills, both verbally and written.
• Superior people-centric skills with the ability to establish and maintain effective working relationships with all levels of stakeholders.
• Strong computer skills (word processing, spreadsheets, PowerPoint).
• Canadian Police Information Centre (CPIC) check with satisfactory results.
• Able to travel for work purposes.
• Valid drivers’ licence for travel to meetings and First Nations communities as required.
• Able to work evenings and some weekends as may be required from time to time.
• Tact, discretion, and the ability to use sound judgment when dealing with sensitive and confidential matters.
• Manage multiple deadlines and change in priorities with ease.
• Ability to maintain high accuracy and thoroughness when executing tasks.

Assets:

• A valid First Nations Housing Professional (FNHP) designation and/or Professional Lands Management Certification Program (PLMCP) certificate is an asset.
• Fluency in both French and English is an asset

Salary: $65,000.00-$84,500.00
