Job Description / Duties

Position Responsibilities:

  • Act as a liaison between SERDC communities at a community level and ISC Manitoba region.
  • Represent SERDC as a member of the Manitoba Indigenous Housing Capacity Enhancement
  • Mobilization Initiative (MIHCEMI) working group and participate in the development of a Terms of Reference (TOR), vision, mission and goals based on consultation and feedback from community based staff;
  • Assist SERDC communities in gathering housing and infrastructure data;
  • Assist SERDC communities in developing and implementing Housing and Maintenance policies;
  • Advise First Nations on available housing programs and policies;
  • Assist in the preparation of documentation to enable First Nations to apply for CMHC Housing and renovation programs.
  • Assist with the development and implementation of housing policies and procedures.

Qualifications / Required Skills

  • Post-secondary Degree or Diploma in Business Administration or Management, First Nations Housing, or an equivalent combination of related education and experience.
  • Thorough knowledge of First Nations Housing, National Building codes, Manitoba Building codes, Manitoba Building Code Act.
  • Ability to read and interpret plans, specifications, codes and by-laws.
  • Ability to travel to First Nation communities.
  • Must have a valid Manitoba Driver’s license and access to an insured reliable vehicle.
  • Strong knowledge/excellent understanding of MS Office programs (Word, Excel, Outlook, etc.)
  • Understanding of Aboriginal Cultural, Traditions, and Practices.
  • Strong communication, organizational, problem solving and conflict resolution skills.
  • Team player and capability to work unsupervised.

  • Strong organizational skills.
  • Strong attention to detail.
  • Ability to write reports and keep detailed records.
  • Desire to expand knowledge base and learn new skills as required.


Conditions of Employment:

  • Must produce a satisfactory Criminal Record Check
  • Willing and able to travel as required (must have own vehicle) and valid Manitoba
  • Driver's License.
  • Work a standard work week.
  • May be required to work overtime occasionally


Physical Requirements:

  • Ability to lift at least 50lbs and travel - by all forms of transportation, to remote and northern First Nation communities in MB.


Physical Demands:

  • Continuously requires vision, hearing, and talking. Frequently requires standing, reaching, and handling, walking, lifting, bending, and sitting.
  • Occasionally requires climbing, crouching, fine dexterity, kneeling, foot controls, twisting, crawling, balancing, carrying, and pushing/pulling.

Southeast Advisory Services has built a reputation for providing quality, supportive technical services to First Nation communities both within the Southeast region and outwards. We provide the following services: Project Management, Building Code Compliance Inspections, Environmental Health Inspections, Large Scale Infrastructure Repair and Maintenance Inspections, Fire Inspections, and others.

We are community-focused, community driven, and seeking enthused individuals to assist in coordinating programs that will better the conditions of First Nations Peoples residing primarily on-reserve.

Under the direction of the Director of Advisory Services, the Tribal Housing Advisor will work closely with SERDC’s member First Nations to coordinate strategic housing planning and conduct initial capacity assessments following a phased approach as outlined by the Manitoba Indigenous Housing Capacity Enhancement & Mobilization Initiative (MIHCEMI). The Tribal Housing Advisor must have a working knowledge of SERDC and its’ member First Nations and Indigenous Services Canada (ISC) Manitoba Region program services. The incumbent will have strong communication, leadership, negotiation, planning and organizational skills.
